About 1884 James Frost and Frederick Springall commenced trading as “Messrs. Springall and Frost,” Engineers and Rolling-stock Manufacturers in Lowry Street, North Ipswich. Today this is the site of CSI, previously Ipswich RSL Club. Their partnership lasted about 10 years.

On the 11th of October, 1889, the first Queensland-made locomotive was delivered by the company to the Railway Department.

In early 1890 the proprietors of Springall & Frost floated the firm and it became known as Phoenix Engineering and Rolling Stock Company Ltd.

Frederick Springall served as an Ipswich City Council alderman from 1887-1892 and from 1911-1916. He was mayor in 1915.
