During the Great Depression of the 1930s, local governments and the Main Roads Department played a significant role in the provision of unemployment relief work. The Intermittent Relief Work Scheme commenced in Ipswich on 5 May 1931. Work was provided for 234 men with the Government paying the wages initially.  Council’s Engineer was responsible for supervising the men. Intermittent relief work continued until 1939 when Ipswich City Council and Moreton Shire Council were advised by the Department of Labour and Industry that cessation of the relief work scheme was to begin on 17 September 1939. On this date, those relief workers who were single were to cease work and the number of married relief workers was to be halved.

In 1935, Moreton Shire Council proposed a £10,000 scheme to construct footpaths along the main road between Bundamba and Redbank. 160 men were employed to build the footpaths from Bundamba Bridge to Goodna through Blackstone, Dinmore and Redbank.
