Thomas Baines was born in Ireland and taught for the Irish Church Missions. He came to Ipswich in 1870 and became a bush missionary, later opening his own auctioneering business.
He was an Alderman of Ipswich City Council in 1896-1898, 1900 and was Mayor of Ipswich in 1899. Thomas Baines was a member of the School of Arts Committee in 1905.
