By the 1880s, disposed Aboriginal peoples from the Ipswich area were camping in and around Queen’s Park. In response to this, the Aboriginal Protection Society was established in Ipswich, by a group of concerned businessmen and women. In 1889, the society was taken over by various local church groups. Initially, the society provided food and clothing, but with their presence in Queen’s Park an issue with locals, and concerns over the accessibility of alcohol, land was sought. Deebing Creek, five miles from Ipswich, was selected for the camp site and in 1892 Reverend E. Fuller induced several campers from Queen’s Park to relocate. When first opened, residence at the mission was voluntary and residents were free to come and go, however all able-bodied males were expected to work and build their own dwellings. In 1894 a cricket team was established, and in 1895 a school building was erected, used as an industrial school. In 1898 the Aboriginal’s Protection and Restriction of the Sale of Opium Act came into force. The Protector of Aborigines could now determine where a person could live, work, and marry, and as a consequence, people were sent to the mission from as far away as Thursday Island, many of whom were children, sent to work on farms or in domestic situations once they were old enough.
